Local authorities are responsible for assessing the community care and public transport needs of their local communities, including people with registered disabilities, and for arranging to meet those needs. Health authorities, NHS trusts and GPs are responsible for health care. Benefits to support people with disabilities are a matter for my right hon. Friend the Secretary of State for Social Security.
