§ Mr. NewtonAs agreed between the Government and the Opposition in December 1994, all affirmative instruments are referred automatically to a Standing Committee, but may be de-referred on a Government motion. The Government accede to any reasonable Opposition request for de-referral. The arrangements for debates on negative instruments are settled by agreement through the usual channels.
