§ Dr. Liam FoxOur ambassador in Kigali is in regular contact with Rwandan Ministers, both Hutu and Tutsi, about refugees in Zaire. Members of our diplomatic missions in other capitals have had meetings with organisations such as the "Forces of Resistance for Democracy", who describe themselves as representing the interests of Hutu refugees.
