To ask the Secretary of State for Transport what assessment he has made of the impact of the enforcement of parking regulations on traffic flows; and if he will make a statement. [4450]

In London, the introduction of red route measures, allied to strict enforcement of parking controls by the police, has been demonstrated to reduce congestion. In Sheen town centre, for instance, red route measures have led to an improvement in overall journey times of over 20 per cent. More generally, research undertaken for the Department indicates a clear relationship between reducing the number of illegally parked vehicles and increased traffic speeds.
