To ask the Secretary of State for the Environment if he will list those administrative decisions of his Department affecting(a) United Kingdom citizens and (b) non-citizens where there is no right of appeal. [6025]

In any case where the Department is exercising a public law function, its decisions are subject to judicial review in the courts, or statutory appeal on similar grounds. This applies whether or not the person affected by the decision is a UK citizen. Information on the administrative decisions in question could be provided only at disproportionate cost.
