(2) if he will list by authority and service area, the deficits of local authority direct labour or services organisations in Wales that have failed to meet the rate of return requirements for contracts under the Local 430W Government, Planning and Land Act 1980 and the Local Government Act 1988 for the financial year 1994–95 in (a) cash and (b) constant prices.
