§ Mr. BaldryThis measure was brought in to help ensure the smooth running of the over-30-month scheme by improving access for producers and preserving historic patterns of trade. It is provided for by article 3 of EC regulation 716/96, which requires the United Kingdom to adopt all necessary measures to ensure proper application of the scheme.
