To ask the Secretary of State for Health what were the outturn figures for each district health authority in respect of revenue and capital expenditure for each year since 1992; and what were the revenue and capital allocations. [1125]

Under the National Health Service Act 1977, health authorities are required to keep only total attributable expenditure within the sums allotted by my hon. Friend the Secretary of State. Health authorities may spend more on revenue or capital provided providing this is contained within the overall cash limit. That may give rise to anomalies when revenue and capital are considered separately. Additional columns have therefore been provided in a table on the comparison of spending with cash limits, to record the overall position on cash limits. Copies of this table have been placed in the Library.
