To ask the Secretary of State for Foreign and Commonwealth Affairs what representations he plans to make to the Governments of Latvia, Lithuania, Ukraine and Russia concerning(a) the abolition of the death penalty and (b) resolution 1097 (1996) of the Parliamentary Assembly of the Council of Europe; and if he will make a statement. The European Union made a demarche to Ukraine on 31 October, and to Russia on 4 November, encouraging them to fulfil commitments made to the Council of Europe to introduce moratoriums on the death penalty. The Presidents of Latvia and Lithuania have declared moratoriums on the death penalty pending parliamentary discussion of its abolition.
