§ Mr. HowardThe Government are determined to do all they can to deter people from sexually abusing children, and to detect and punish severely those who do. To this end, we have already enacted the Sexual Offences (Conspiracy and Incitement) Act 1996; and we have recently announced a number of other legislative proposals which I hope will have the support of the whole House.
