§ Mr. MacleanThe Sexual Offences (Conspiracy and Incitement) Act 1996, which came into force on 1 October, makes it an offence in the United Kingdom to conspire or incite others to commit sexual offences against children in other countries.
I announced in the summer, in the light of a general review of extra-territorial jurisdiction, that the Government had decided that United Kingdom courts should be given jurisdiction over acts of child abuse committed abroad by Britons or British residents.
Provisions to this effect will be included in the Government's proposed Bill on the registration of sex offenders.
