§ Mr. HagueThe forward trunk road programme was reviewed as part of the process of preparing the Welsh Office's departmental report in March. This scheme was placed in the "in preparation" pool of the programme. It commands a high priority but is unlikely to start be fore April 1999. It is not possible to give a precise date for a start of work. The scheme is being progressed as quickly as the constraints of undertaking the detailed design work, completing the necessary statutory procedures and the availability of finance allow.
