To ask the Secretary of State for Transport how many of the responses to the Office of Passenger Rail Franchising passenger service requirement consultation draft for Great Eastern Rail services supported the proposals in the draft specification; and if he will place in the Library copies of all responses received. Consultation responses from local authorities and rail users' consultative committees focus on changes sought to draft passenger service requirements rather than explicitly confirming support for those elements of the draft PSR which are considered to be satisfactory. OPRAF made a number of changes from the consultation draft of the Great Eastern PSR as a consequence of representations made by consultees. The changes are described in a document which was circulated to consultees when OPRAF published the final PSR.

OPRAF has no explicit agreement with consultees that enables it to make public their submissions, by placing them in the Library or by other means. The hon. Member may wish to approach consultees direct on this matter. I will write to the hon. Member with details of consultees.
