Letter from Richard Tilt to Mr. Tom Cox, dated 22 May 1996: The Home Secretary has asked me to reply to your recent Question about the number of secure units in London for young offenders. On 30 March 1996 there were two local authority secure units in the Greater London area approved by the Secretary of State for Health for the purpose of restricting the liberty of children. One is at Stamford House in Hammersmith; the other one is at Orchard Lodge, Annerley.
