To ask the Lord President of the Council at which public libraries explanatory memorandums relating to documents considered by the Council of the European Community are regularly deposited; and by what other means members of the public are currently advised of the publication of such memorandums. Explanatory memorandums are regularly deposited with four depository libraries in the United Kingdom. These are the lending and reference divisions of the British Library in Wetherby and London, the City of Westminster central reference library, and the Liverpool and District scientific, industrial and research library. Explanatory memorandums can also be obtained direct from Government Departments. Members of the public may obtain advice and information about European Union matters, including where to obtain copies of explanatory memorandums, through the national network of public information relays established throughout the United Kingdom by the European Commission. This includes European information centres, European documentation centres, European reference centres, public library authorities as well as a number of national organisations including the Local Government Information Bureau, the Confederation of British Industry, the Trades Union Congress and citizens' advice bureaux.
