§ Mr. Hanley[holding answer 7 May 1996]: Our high commission in New Delhi has raised our concern at Mr. Andrabi's death with the Indian authorities on a number of occasions and has pressed for an inquiry. We understand that the Jammu and Kashmir high court has ordered a police investigation into the circumstances surrounding Mr. Andrabi's death. The Indian National Human Rights Commission has also announced an investigation.
