Mr. Madden

To ask the Secretary of State for Foreign and Commonwealth Affairs what representations he has made to the Government of India over the International Committee of the Red Cross being required to withdraw from Indian-occupied Kashmir. [28441]

[holding answer 7 May 1996]: We understand that the ICRE is now operating, at its own suggestion, a reduced programme in Kashmir for the duration of the election period.

Mr. Madden

To ask the Secretary of State for Foreign and Commonwealth Affairs what representations he has made to the Government of India calling for an investigation into the killing of the chairman of the Kashmir Commission of Justice. [28449]

Mr. Hanley

[holding answer 7 May 1996]: Our high commission in New Delhi has raised our concern at Mr. Andrabi's death with the Indian authorities on a number of occasions and has pressed for an inquiry. We understand that the Jammu and Kashmir high court has ordered a police investigation into the circumstances surrounding Mr. Andrabi's death. The Indian National Human Rights Commission has also announced an investigation.
