HC Deb 07 May 1996 vol 277 c46W
Sir Peter Emery

To ask the Secretary of State for Foreign and Commonwealth Affairs what is the level of overseas development aid given by each member state of the European Union as a percentage of the gross domestic product for each of the last three years; and what is the European Union average. [27956]

Mr. Hanley

Figures for the percentage of GDP spent on official development assistance by EU member states on a financial year basis are not available. Figures for net ODA expenditure as a percentage of gross national product for these countries in 1992–94 are as follows:

Percentage of GNP
1992 1993 1994
Austria 0.30 0.30 0.33
Belgium 0.39 0.39 0.32
Denmark 1.02 1.03 1.03
Finland 0.64 0.45 0.31
France 0.63 0.63 0.64
Germany 0.38 0.36 0.34
Greece 0.07 0.07 0.11
Ireland 0.16 0.20 0.25
Italy 0.34 0.31 0.27
Luxembourg 0.26 0.35 0.40
Netherlands 0.86 0.82 0.76
Portugal 0.36 0.29 0.35
Spain 0.27 0.28 0.28
Sweden 1.03 0.99 0.96
United Kingdom 0.31 0.31 0.31
European Union Average 0.45 0.44 0.42

Notes:

1 Usual measure is ODA as percentage of GNP, not GDP.

2 1994 is the most recent year for which data is available.

3 Greece is not a member of the OECD's Development Assistance Committee but has a small aid programme US$82 million in 1994).
