To ask the Chancellor of the Exchequer what(a) treaty and (b) other obligations Her Majesty's Government have in respect of attaining the criteria for economic and monetary convergence under phase 2 of the plans for economic and monetary union; and which of those obligations would remain if the United Kingdom did not proceed to phase three of those plans when others did so. The four criteria for economic and monetary convergence mentioned in article 109(j) of the EC treaty, and developed further in protocol No. 6 on the convergence criteria, do not prescribe legal obligations. The United Kingdom is under no treaty or other obligations to attain the criteria.
