§ Lord James Douglas-HamiltonIt is now almost four and a half years since demands were made of the Libyan Government for surrender of the two Libyan accused for trial in Scotland or the United States of America. These demands have been endorsed by the United Nations Security Council, It is a matter of regret that the Libyan Government have thus far not complied with these demands, but the resolution of this matter lies in their hands.
