the Alliance party of Northern Ireland, Democratic Left, Progressive Unionist party, Northern Ireland Conservative Association, Social Democratic and Labour party, Ulster Democratic Unionist Party, Ulster Democratic party, Ulster Unionist party, Workers' party and Mr. Robert McCartney QC MP.Because of the ending of the IRA ceasefire, Sinn Fein excluded itself from the consultation process and no other parties were invited to participate.
