§ Mrs. BrowningWe do not have any record of this working paper itself being discussed at the Council of Ministers. However, discussions on the Balai directive—EC directive 92/65—were held at the Council of Agriculture Ministers meeting on 15 June 1992. The rabies provisions of this directive, particularly those relating to dogs and cats, were based on the Scientific Veterinary Committee recommendations in this paper.
