§ Mr. BowisThe open government White Paper, Cm 2290, proposed a statutory access right to personal records, which will be introduced as soon as the parliamentary timetable allows. The Government are reviewing the scope for including in this measure provisions to implement the European Court of Human Rights decision in the case of Graham Gaskin.
