§ Miss WiddecombeBoth the 1991 White Paper "Custody, Care and Justice" and the Woolf report which preceded it, identified the need for a proper balance between essential security measures and effective, constructive regime activities. This remains Prison Service policy today. We have already implemented most of the White Paper commitments.
