§ Mr. HanleyThe UN Secretary-General, in his report to the Security Council of 2 February, acknowledged substantial delays in the implementation of the Lusaka protocol, but considered that sufficient progress had been made to recommend the renewal of the mandate of UNAVEM III. My right hon. Friend the Minister of State for Overseas Development urged both sides to reach a speedy conclusion to the peace process during her visit to Angola on 19 to 21 February.
