§ Mr. WattsExpenditure on new construction in England, net of capital receipts and design, build, finance and operate current costs, is estimated at £1,169 million146W in 1995–96 and £973 million in 1996–97 in cash terms. My right hon. Friend the Secretary of State for Transport made two announcements on 28 November 1995 to detail the background to this expenditure.
