§ Mr. Heathcoat-AmoryIn presenting his last Budget, my right hon. and learned Friend said that he intended to look into ways of using vehicle excise duty to encourage the use of low-emission vehicles. In doing so, he will take account of a wide range of factors, and draw on a variety of sources, before reaching a judgment on those issues for his forthcoming Budget.
