§ Mr. KirkhopeWe received from Devon and Cornwall police in November 1995 a final report into certain matters raised in the representations which have been made on behalf of Mr. Parsons. Our provisional conclusion is that grounds have not emerged for referring the case to the Court of Appeal. I am writing today to the hon. Member and to others setting out the basis on which these provisional conclusions have been reached.
