Friend the President of the Board of Trade has not issued any guidance to the research councils concerning the use of money allocated for expenditure on indirect costs within research grants to higher education institutions. The indirect costs awarded in these grants was set at 40 per cent. of the staff component of the grant in 1992 by the then Secretary of State for Education and Science.
