§ Mr. HanleyWe do not recognise the self-proclaimed Tibetan Government in exile. We do, however, consider that Tibetans should have a greater say in the running of their own affairs in Tibet, and we have consistently urged the Chinese authorities and Tibetan Buddhist leaders to enter into a constructive dialogue, without preconditions.
