Mr. John M. TaylorOrganisations were not asked to nominate candidates for temporary appointment to the London North industrial tribunal in November 1994. Instead, temporary members were chosen from suitable applicants who had been put forward in 1992 but not selected. In 1992, five candidates nominated by the London Government Management Board were considered suitable but were nevertheless not appointed as lay members because other candidates were better qualified. All five were considered for temporary appointment to London North in November 1994 and four were subsequently appointed.
