§ Mr. HagueThe Welsh Office and Cadw, the Welsh Historic Monuments agency, did not use executive search agencies or employment companies to fill vacancies in the 1994–95 and 1995–96 financial years. They would consider doing so if this offered a cost-effective means of recruitment consistent with the principles of fair and open competition and selection on merit.
