§ Mr. ClappisonBetween the introduction of right-to-buy legislation in October 1980 and the end of December 1995, local authorities and new towns in England reported total sales under RTB of 1.25 million homes. In the same period, housing associations reported right-to-buy sales of 28,000.
Between the introduction of the rent-to-mortgage scheme in October 1993, and the end of December 1995, there have been 16 completed sales.
