To ask the Secretary of State for Transport if he will list those vehicles exempt from goods vehicle operator licensing regulations and the reasons for exemption. [30471]

Mr. Norris

The classes of vehicle for which a heavy goods vehicle operator licence is not required are listed in schedule 3 of the Goods Vehicles (Licensing of Operators) Regulations 1995.

There is a variety of reasons for the exemptions but, generally, it is either because the vehicles are not widely used on public roads and are not therefore a significant road safety hazard, or because they do not carry goods commercially. We are currently carrying out a review of these exemptions.

To ask the Secretary of State for Transport if he will list for each of the last five years the total income generated by(a) the heavy goods vehicle operator licensing fee, (b) the public service vehicle operator licensing fee and (c) bus registration fees. [30461]

We are currently considering possible schemes for the impounding of illegally operated heavy goods vehicles.
