Mr. Byers

To ask the Secretary of State for the Environment when the decision was made to ignore the change in income support claimants since 1994–95 in respect of the additional educational needs index weighting within the education standard spending assessment for 1996–97; and if he will list for each local education authority the effect on the funding for additional educational needs if the change in income support claimants since 1994–95 had been taken into account. Final decisions on the distribution of standard spending assessments for 1996–97 were taken during January this year, following consultation with the local authority associations and the consideration of representations from local authorities.

The table shows the effect on the education block of SSAs of using numbers of income support claimants since 1994–95 in place of the numbers actually used in SSAs for 1996–97.
