  • Estonia
  • Finland
  • France
  • Germany
  • Hungary
  • Italy
  • Latvia
  • Liechtenstein
  • Lithuania
  • Moldova
  • Norway
  • Poland
  • Portugal
  • Romania
  • Russia
  • Slovakia
  • Slovenia
  • Spain
  • Sweden
  • Switzerland

The following do not and to the best of our knowledge impose prison terms for refusal to enlist:

  • Albania
  • Bulgaria
  • (FYRO) Macedonia
  • Greece
  • Turkey
  • Ukraine.
