Mr. Nicholas Baker

To ask the Secretary of State for Foreign and Commonwealth Affairs what account he takes in diplomatic and trading relations with foreign countries of their record in relation to torture of individual citizens and if such countries are complying with the United Nations convention against torture. [38992]

We take full account of a country's human rights record in our bilateral relations, including the practice of torture, which we deplore. We urge all states to ratify the convention against torture and abide by its provisions.
