To ask the Secretary of State for Defence what key targets have been set for the Defence Postal and Courier Services Agency in 1996–97. [39882]

Mr. Soames

The chief executive of the Defence Postal and Courier Services Agency has been set the following key targets for 1996–97:

  1. (a) Under "Competing for Quality", expose £2 million of agency business to competition by 31 March 1998.
  2. (b) Under the private fiance initiative, pursue the automation fo FPO counters worldwide with Post Office Counters Ltd., ICL. IBM and the Benefits Agency, by 31 March 2001.
  3. (c) Implement the triennial review recommendations by 31 March 1999.
  4. (d) Identify the ratio of overheads to outputs (year 1) and establish savings targets (year 2) and achieve targets (year 3), by 31 March 1999.
  5. (e) Achieve the quality mark BS EN ISO 9002 for the Defence Courier Service by 31 March 1997.
  6. (f) Achieve "Investors in People" standard for DPCSA by December 1996.
  7. (g) Update military core capability to respond to the armed forces requirements for peace, international tension and war, ratify and implement the force requirement table by 31 March 1998.
  8. (h) Rationalise funding, technical responsibility and reorganisation of PCS assets currently operating under other TLBs after the triennial review by 31 March 1998.
  9. (j) Benchmark unit costs of output with the Post Office over a three-year period ending 31 March 1999.
