Letter from Lawrie Haynes to Ms Glenda Jackson, dated 24 July 1996: The Secretary of State for Transport has asked me to reply to your recent question asking if he will list the (a) road bypasses and (b) motorway service stations constructed in each financial year since 1991–92 together with their cost and location. I have set out the bypasses and motorway service areas built since 1991–92 according to the financial year in which construction was completed. Since motorway service areas are built by private sector operators and the costs fall to them rather than the public purse, there is no comprehensive record of construction costs.
