To ask the Secretary of State for Social Security what assessment he has made of the effect of the introduction of a higher guaranteed minimum income for pensioners on incentives to save. [36956]

Any guaranteed minimum income scheme for pensioners set significantly above income support levels would involve means-testing all pensioners and would weaken the incentive for individuals to save for their retirement.
