Letter from Richard Tilt to Mr. Max Madden, dated 23 July 1996:
The Home Secretary has asked me to reply to your recent Question about when Mohammed Riaz, who is imprisoned at Frankland prison, will be transferred to a category B prison.Mr. Riaz is serving life imprisonment having been convicted of murder and false imprisonment in 1984. Since 1990, he has been considered a category B prisoner and, like most prisoners of his categorisation at this stage of a life sentence, he is held at a dispersal prison which holds both category A and category B prisoners.In line with normal arrangements for the regular assessment of life sentenced prisoners, Mr. Riaz's allocation will be considered further in August. I cannot at this stage say whether or when he will be considered as suitable for transfer to a category B prison.
