To ask the Secretary of State for the Home Department what representations he has received over the use of doli incapax as a defence for juveniles between the age of 10 and 14 years; and if he will make a statement. [38101]

[holding answer 22 July 1996]Since 16 March 1995, when the House of Lords re-instated the common law presumption that a child between the ages of 10 and 14 is doli incapax, eight representations have been received: two letters from groups with an interest in criminal justice issues, three letters from individuals, and three letters from hon. Members on behalf of their constituents.
