HC Deb 22 July 1996 vol 282 c39W
Mr. Gunnell

To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the provisions in the Euro Mediterranean Association agreement in respect of the equal rights of all peoples to self-determination; and if he will list the states which are signatories to the treaty. [37725]

Mr. David Davis

The Euro-Mediterranean Association agreements, so far concluded with Tunisia, Morocco and Israel, state that respect for human rights and democratic principles constitute an essential element of the agreement. The principle of self-determination is not specifically mentioned in the association agreements, but in the declaration which was adopted at the Euro-Mediterranean conference at Barcelona in November 1995, 15 EU member states and the 12 Mediterranean partners undertaketo respect the equal rights of peoples and their right to self-determination, acting at all times in conformity with the purposes and principles of the Charter to the United Nations and with the relevant norms on international law, including those relating to territorial integrity of States, as reflected in agreements between relevant parties".
