To ask the Secretary of State for Wales what was the impact on Wales on the blocking of European Union measures in respect of(a) civil protection on (i) the community action programme and (ii) Council regulations on research, (b) the internal market on (i) resolution on legislative simplification, (ii) conclusions on accounting standards, (iii) decision on action programme for European Union industry and (iv) proposals for decision on adoption of a programme to promote European linguistic diversity in the information society, (c) social affairs on (i) decision on a Year Against Racism and Xenophobia, (ii) resolution on transferability of vocational training qualifications and (iii) recommendation on balanced participation in roles in decision making, (d) justice and home affairs on (i) recommendations on the fight against counterfeiting, (ii) draft 1997 European budget, (iii) joint action on drugs liaison offices and (iv) common positions on draft Hague convention on protection on minors, (e) fisheries decision on the implementation of community action programme on competitiveness in industry and (f) cultural/audio-visual on (i) common position on Ariane programme and (ii) common position on Raphael programme. The effect of the policy of non-co-operation was to delay some measures for a short period. None was lost and no lasting damage has been caused, while considerable advantage has been gained for Wales by progress on the beef issue which would not have been achieved otherwise.

The hon. Member may wish to note that the proposal for a programme promoting linguistic diversity was not blocked.
