§ Mr. NorrisThe relative costs and benefits of investment in roads and public transport can depend significantly on the type of schemes considered. In recognition of the wider environmental benefits that public transport can offer, the Government set out in the recent Green Paper, "Transport: The Way Forward" their intention to switch the emphasis in public spending from roads to public transport.
