Letter from Lawrie Haynes to Mrs. Teresa Gorman, dated 8 July 1996: The Secretary of State for Transport has asked me to reply to your recent question concerning environmentally friendly surfaces and the use of whisper concrete on motorways. It is the Department's policy to encourage the use of environmentally friendly surfaces both by permitting the recycling of existing surfaces where possible and by the use of low noise road surfaces where technically suitable and cost effective to do so. Following the satisfactory completion of trails whisper concrete is now permitted as an option for all roads where concrete is technically suitable.
