To ask the Secretary of State for the Environment when he expects to publish the regulations implementing the European directive on packaging waste; and when and under which procedure the regulations are expected to be placed before the House for approval. [36154]

I hope to publish a consultation document on the draft regulations in the near future. As provided in section 93(10) of the Environment Act 1995, a statutory instrument containing regulations—on producer responsibility—shall not be made unless a draft of the instrument has been laid before and approved by a resolution of each House of Parliament.
