§ Lord James Douglas-HamiltonMy right hon. Friend the Secretary of State has announced proposals to allow the police to confiscate alcoholic drink from under-age drinkers in public places. This will allow the police to respond in a practical way to the problem without criminalising the behaviour of under-age drinkers.
