§ Mr. David DavisNo decisions have been taken using qualified majority voting under title V of the Maastricht treaty. The common foreign and security policy operates by unanimity. Article J.3.2 allows for use of qualified majority voting only in the implementation of joint actions and after prior unanimous agreement.
