To ask the Secretary of State for Education and Employment (1) what have been the running costs relating to the tendering process of the private finance initiative in each year since its introduction(a) in real terms and (b) in cash terms disaggregated by (i) staff costs, (ii) information technology and (iii) other costs; [10946]

(2) how much has been spent on external consultants in the tendering process of the private finance initiative in each year since its introduction (a) in real terms and (b) in cash terms disaggregated by (i) legal fees, (ii) publicity costs, (iii) accountancy fees and (iv) management consultancy fees. The procurement of projects under the private finance initiative in the education sectors is entirely a matter for individual institutions and local education authorities. The information which the hon. Member requests is, therefore, unavailable for projects undertaken at universities, colleges or schools.

The Employment Service has procured a personnel administration system under the PFI. Information about the running costs relating to the tendering process would be available only at disproportionate cost. The ES relied solely upon consultancy provided by CCTA—the Government centre for information system. Costs for this service are not disaggregated in the form sought in the question, but the service included both legal and procurement advice. Payments totalling £26,711 were made to CCTA over a 13-month period from November 1994 to November 1995.
