Mr. Donohoe

To ask the Secretary of State for the Environment what agreements his Department and its executive agencies have with companies for the provision of mobile and car phones; and if he will list the companies having these contracts, the duration of the contracts, the number of phones covered by each agreement and the cost to public funds of each agreement. [holding answer 17 January 1996]: The companies with which my Department and its executive agencies hold air-time contracts are: BT Mobile; Carphone Warehouses; HL Communications; Hutchinson Orange; Martin Dawes Communications; Mercury One 2 One; Peoples Phone; Talkland; Vodac; Vodacom.

Contract duration varies but the standard arrangement is for a minimum of 12 months subject to a termination period of between one or three months thereafter. Figures are not available for the cost of each contract.

To ask the Secretary of State for the Environment what procedures were used by his Department in awarding contracts for the supply of mobile and car phones to his Department and its executive agencies; and which companies were involved in tendering for these contracts. [9759]

[holding answer 17 January 1996]: The procedures followed depended on the value of the contract being awarded and ranged from full competitive tendering processes to obtaining quotations from a number of potential suppliers. The companies involved with these processes were: BT Mobile, Carphone Warehouse, HL Communications, Hutchinson Orange, Martin Dawes Communications, Motorola, Mercury One 2 One, Peoples Phone, Securicor Cellular, Talkland, Uniqueair, Vodac and Vodacom.

To ask the Secretary of State for the Environment what costs his Department and executive agencies have incurred as a result of withdrawing from contracts under which mobile phones are provided; and if he will list the companies concerned. [9760]

[holding answer 17 January 1996]: None. My Department has withdrawn from over 250 air-time agreements but has done so by exercising its right to give notice of termination in accordance with the terms of the contract.
